How come when i change my windows XP theme(not classic) it change to windows classic?

I have a windows XP. I download new theme and put it into C:%26gt;WINDOWS%26gt;Resources%26gt;Themes, then i go right click%26gt;properties%26gt;themes, change to my new theme%26gt;apply%26gt;ok, and its turns not to my new theme, its turns to windows classic.Why? How do i change it to my new theme? Please help.How come when i change my windows XP theme(not classic) it change to windows classic?
