How do I change my themes back on my desktop?

-I have the blue penguin bar

-I cant access properties

-cant access control panel options



I cant access many things now, any advice on how to fix it?



I don't have the windows xp CD.How do I change my themes back on my desktop?
Use the system restore feature in accessories/system tools and restore ur system to a point before u installed the current theme an see if that helps. If it was an .exe why don't u try to uninstall it from add/remove programs from the control panel?How do I change my themes back on my desktop?
Right click and go to the settings or whatever. I'm pretty sure that works.
